Yeah Newt is relatively pro-werewolf, at least the human side of them. Maybe he figures it will protect both the people around the werewolf and the werewolf themselves if the MoM knows where they are.
Yes, so many people thinking it was Remus who wrote it! But I don't think it can be him, also because it was published in the mid 70s when Remus was still in his teens, and I can't see him write a book at that age. And yeah, the title is... somewhat dramatic, haha.
